Borrow the Bench: Assessor Staff Augmentation for C3PAOs

How C3PAOs add Lead CCAs and CCAs on contract, under their own authority, to take on more Level 2 work without full-time hires, and why that matters while Phase 2 is suspended.

Assessor staff augmentation means a C3PAO brings in vetted Lead CCAs and CMMC Certified Assessors (CCAs) on contract for a specific assessment or a busy stretch, instead of hiring them full time. The assessors work under the C3PAO's own Cyber AB authority, methodology, and name. The C3PAO keeps the client relationship and every assessment decision. What changes is that assessor capacity becomes a cost that rises and falls with booked work, rather than fixed payroll that has to be covered whether assessments are on the calendar or not.

  • Contract alignment is normal: to assess, a CCA works through a C3PAO, as an employee or a contractor.
  • The CMMC ecosystem isn't short of assessors overall: the Cyber AB counts 1,179 CCAs and 681 Lead CCAs. The problem for one C3PAO is having the right Lead CCA free the week an OSC is ready, without carrying payroll through quiet months.
  • With Phase 2 suspended, Level 2 volume is harder to forecast, which makes fixed headcount a bigger bet.
  • A good bench works your way, never touches your clients, and screens every assignment for conflicts.

Is there really an assessor shortage?

Not across the ecosystem. The Cyber AB's own numbers show a credentialed pool that keeps growing, and Secureframe's analysis of the full Cyber AB Marketplace found assessors working below half their realistic capacity earlier this year.

So why do individual C3PAOs still turn work down? Because a national number doesn't staff your Tuesday. Those assessors are spread across more than 100 C3PAOs, many work part time, and the ones with the right experience are booked on someone else's schedule. Hiring your own takes months, and the credential path is long by design: a CCA holds the CMMC Certified Professional (CCP) credential first, completes CCA training and the exam, and needs a favorable Tier 3 background determination. A Lead CCA adds years of documented experience on top.

The constraint isn't how many assessors exist. It's whether the right one is available to you, on your dates, without a salary attached to the months you don't need them.

Why does the Phase 2 suspension make this a staffing question?

The Department of War suspended CMMC Phase 2 on July 13, 2026, including the planned November 10 start of required C3PAO certification. A Reform Task Force was due to report within 60 days; no recommendations have been published. Phase 1 never paused: DFARS 252.204-7012, NIST SP 800-171 self-assessments, SPRS scores, and annual affirmations all still apply. We'll update this section when the recommendations land.

For a C3PAO, that adds up to real demand with an uncertain shape. Some OSCs are still pursuing certification on their own schedule or because a prime asked them to. Others have pushed their assessments out until the rules settle. Staff for the peaks and you carry idle payroll through the troughs. Staff for the troughs and you turn away the peaks.

Illustrative chart: when monthly assessor demand swings between 2 and 14 assessor-days against a fixed full-time capacity of 8, some months leave paid assessors idle and others exceed capacity, and a bench covers the overflow.
Illustrative, not real data. Full-time staffing is a flat line; demand isn't. A bench covers the purple, so you don't have to hire for it or turn it away.

How does assessor augmentation work in practice?

At 1st Defense CMMC, the model looks like this:

  1. You share your forecast. Booked assessments, likely ones, and the weeks you can't cover with your own team.
  2. We match assessors to the work. Lead CCAs and CCAs from our bench of 25+, matched on availability and experience with the kinds of environments you assess.
  3. They work your way. Your methodology, your templates, your tools, your quality review. Our assessors join your team; they don't bring a parallel process.
  4. You keep the client and the call. The OSC relationship stays yours. So does every finding and determination. We don't market to your OSCs, and we don't influence assessment outcomes.

The same assessors can support mock assessments as well as official Level 2 assessments, so you can expand readiness validation and certification work with one source of capacity. Every C3PAO relationship runs under a signed agreement reviewed annually.

There's a sales benefit too. OSCs choosing a C3PAO are being told to ask what happens to their dates if the firm loses an assessor, and a named bench is one of the strongest answers you can give.

What about conflict of interest?

CMMC assessment rests on independence. C3PAO accreditation is built on ISO/IEC 17020 and its impartiality requirements. The C3PAO must screen every assessment team member for conflicts of interest, and the CMMC rule bars anyone who helped prepare the organization for any CMMC assessment within the past three years (32 CFR § 170.8(b)(17)(ii)(G)).

An assessor can't grade work they helped build. Any bench you borrow has to prove it keeps those two jobs apart.

1st Defense also runs a readiness and advisory practice for OSCs, so we keep the two apart. A CCA who has supported an organization's readiness or ongoing compliance will not serve on that organization's C3PAO assessment team. That separation protects your accreditation as much as it protects ours.

What should you ask any assessor-augmentation provider?

Whoever you work with, these questions separate a real bench from a list of names:

  • Can I verify every credential? Each Lead CCA and CCA should be findable on the Cyber AB Marketplace with current status.
  • How many assessments have your assessors actually worked? Teaching assessment isn't the same as sitting in the room. Ask for real counts.
  • Who checks for conflicts, and how? You want a named screening step for each assessor against each OSC, not a promise to "be careful."
  • Whose methodology do they follow? The answer should be yours.
  • Who owns the client? The provider should say plainly that it won't solicit your OSCs.
  • How fast can you staff a surge? Ask for the lead time on a full team versus a single assessor.

When does hiring full time still make sense?

Sometimes the honest answer is to hire. If your Level 2 volume is steady enough to keep a Lead CCA busy year round, a full-time assessor who grows with your firm is worth more than any contract arrangement. A bench earns its place in the gaps: a surge quarter, a launch period before your own team exists, a specialist environment, or a year like this one, when the forecast itself is the risk.

Many C3PAOs end up doing both: a core team on staff, and a bench behind it for everything the core team can't absorb.

Our assessors have supported 200+ assessments, and the people who vet them run assessments themselves. If you're turning work down, pushing OSCs out, or weighing a hire you're not sure the next two quarters will support, see how assessor capacity for C3PAOs works, then tell us your forecast. We'll staff against it.
